		<description>The Budget and Control Board has five members:  the Governor, the Comptroller General, the Treasurer, the Chairman of the House Ways &amp; Means Committee, and the Chairman of the Senate Finance Committee.

A couple senators and I actually did join together to sponsor legislation to prohibit deficit spending.  Several of us offered an amendment to this year&#039;s budget to prohibit deficits.  Neither made it very far.  We&#039;re working on another route, though, that we hope will get a vote in January.  We&#039;re making progress, but it&#039;s way too slow.

		<description>I suggest that South Carolina do away with the Retirement System altogether. Those who have already retired will still receive their benefits. When they die, the spouses do not get any benefits unless the opt to pay the healthcare premiums themselves. They do not receive a pension paycheck. Those with 20 or more years of service are still eligible for the pension requirements under the current plan. Those with less than 20 years will receive the new retirement package. Those retirees and the 20 year eligibles will receive their pensions from the current pension trust with no cost of living adjustments. When the obligations are satisfied, the remainder of the trust will go back to the general fund. The new retirement package will call for annual pay increases based on cost of living adjustments or up to 1.5% capped. The appointed directors of any office must have atleast 20 years of service to qualify for appointment with mandatory retirement at 30 years. The healthcare proviso stands and any retirement planning must be directed towards a private unmmatched 401K and all of it&#039;s derivatives for current and future workers. The pension promises for gainful employment is outdated and fiscally unmanageable. We do not need such a package to recruit qualified people to work in state or county level government. A fair wage scale with up to 1.5% earned pay increases capped annually is fair with reasonable healthcare protections based on group rates and deductibles, non transferable to outside of the state. You work here, you stay here.  I am just getting started.</description>

The federal law does not just ban simple regular bulbs, all known replacement incandescents (Halogen or otherwise) will also be banned by 2020 according to the federal legislation.
